Dr. Matthew Fogg graduated from Marshall University in West Virginia with a Bachelor of Science Degree in Criminal Justice Administration and sworn in as a deputy U.S. Marshal in 1978. In 2017, he received an honorary Doctorate in Philosophy and earned Chaplaincy degree from the Global Oved Dei Seminary & University (GODSU) in Florida.
Career/Occupation*
Served over 32 years as a Chief Deputy of the US Marshal Service. Served as as a Special Agent Group Supervisor for the US Drug Enforcement Agency (DEA) and supervised joint nationwide DEA/US Marshals federal, state and municipal dragnet operations with INTERPOL. Formerly trained as a AFGE Union Official and USMS collateral duty EEO Counselor/Investigator, he has represented (non-attorney EEO/Diversity consultant) and won many other claims for federal workers challenging administrative procedures for employment discrimination at the EEO Commission.
Political Experience*
Dr. Matthew Fogg has been an instrument of legislative influence whereby he openly testified the need for the passing of House Bill 221: Whistleblower Protections for Law Enforcement Officers and Public Safety. His voice and influence has supported House Bill 754 that requires Law Enforcement Officers’ Bill of Rights (LEOBR), adopt a written policy and procedure to govern disciplinary actions that may be taken against a law enforcement officer in that agency. Fogg has been essential in the support of bills such as House Bill 876 Public Safety - District Court Commissioner - Complaints of Police Brutality. Matthew Fogg has stood firm on creating laws that protect the average citizen as well as those in law enforcement regarding corruption, abuse and Civil Rights violations.

Why are you running for office?*
I am running for office because the people are in need of authentic leadership. My experience with combating the corruption of America's bureaucracies will be sure to put the people first. I am committed to bringing equality and fairness to underserved populations and those who are most venerable to the system.
Who do you consider your political role model, and why?*
I consider Nelson Mandela to be my political role model because he once was an attorney for the South African Government and stepped down to become an attorney for the people. He advocated their needs until it cost him his freedom, physically but he returned and continued to lead the people at even a higher call.
What is your favorite book about politics and policy, and why?*
My favorite book about politics and policy is NARRATIVE OE LIFE OF FREDERICK DOUGLASS, AN AMERICAN SLAVE BY FREDERICK DOUGLASS. This book has been very essential in my quest to run for office because Douglass was a slave in Maryland who saw addressed the hypocrisy of a system that stated "All Men Are Created Equal" but its actions showed "All Men Are Not Treated Equal." I believe I have been created to make this reality for all men.
What will be your top priority if elected?*
My top priority when elected will be to address the systematic links to poverty and its affect on crime and housing. With direct action, we will utilize federal funding to tie citizens to opportunities.

The three biggest issues facing the Congressional District 4 of Maryland is Affordable Housing, crime and access to opportunity.

What is your position on life issues? (abortion, assisted suicide)*
As a devout Christian I believe in the sanctity of life, however, I understand laws will not prevent any human for making their own decisions. I do not personally promote or endorse abortion or assisted suicide but I certainly believe people are provided education on the emotional, physical and or psychological affects of abortion.
What is your position on taxes, spending, and the federal deficit?*
I believe the federal deficit is a very important eliminate to the fabric of America. However, where the focus of our spending is even more important. The question has to asked if we are creating debt to continue stimulation. However, billions are spent in areas that do not provide sufficient solutions but further polarization.
What is your position on gun rights?*
I believe that every citizen has the right to protect himself. However, there should be laws that address mental health checks as well as limitations on the amount of guns purchased and the style/type of guns made available to the public.
What is your position on the legalization of marijuana?*
The United States federally is obligated to legalize marijuana and release those who are incarcerated due to the illegal manufacture and distribution of the substance.
What is your position on trade?*
Trade is an essential tool for economic growth, diplomacy and exchange in the market. I believe America should continue its efforts to keep our trade policies open and competitive.
What is your position on foreign policy and military issues?*
While I believe the nation is due a strong defense as well as a nation who believes in introducing democracy to the world, I also believe that America should not impose its belief on other countries versus introduce. Our foreign policy should not equate to bullying nor should military be used to strong arm nations for their resources for economic gain.
